A reading near 100% means there is lots of supply that is changing hands constantly with lots of dollar denominated float, easy to absorb buying pressure without really moving the chart. A reading near 0% means almost nobody who owns the coin has sold recently and the dollar value of the small amount that has been sold, is also low.
